September 5, 2013 - The Minnesota Population Center and the College of William & Mary are pleased to announce the release of 2010-2011 and 2011-2012 school attendance boundaries for selected school districts in the United States. The 2010-2011 data cover 590 school districts, including all school districts in Delaware, Minnesota, Oregon and some of the largest school districts in the United States (e.g., Los Angeles Unified, San Diego City Unified, Indianapolis Public Schools, Chicago Public School District, Dade County School District, and Salt Lake City School District). The 2011-2012 data cover the 337 school districts in Minnesota.
The data release consists of grade-separated shapefiles delineating school attendance boundaries within school districts, summary data for each attendance boundary derived from the 2010 Summary File 1 and PL 94-171, and crosswalks that link attendance boundaries to schools in the National Center for Education Statistics' Common Core of Data.
April 3, 2013 - The Minnesota Population Center and the College of William & Mary are pleased to announce a new release of 2009-2010 school attendance boundaries. The Minnesota Population Center re-processed all data released in September 2012 and added additional attendance boundaries. The database contains 200,155 school attendance boundaries for 6,058 school districts.
As part of the re-processing, the MPC:
1. Performed extensive quality assurance/quality checking of the original, non-block rectified data, making corrections to attendance boundaries and school assignments.
2. Implemented a new method for block rectifying the original data to census blocks. ArcGIS 10.0's NEAR tool was used to assign census blocks to school attendance polygons. This tool guaranteed that school attendance boundaries nest within the school districts defined by the United States Census Bureau.
3. Adopted a new method for creating the GISJOIN values that uniquely identify school attendance boundaries. The new method creates much shorter GISJOIN values that are easier to read. The GISJOIN values are based on the set of schools assigned to an attendance area, and only change when that set of schools change.
4. Updated the SABINS polygon - NCES Common Core of Data crosswalks.
5. Added additional attributes to the school attendance shapefiles. We counted the number of schools from the NCES Common Core of data that were assigned to each school attendance polygons. That value is found in NUMSCHOOLS. We also counted the number of private, charter, and magnet schools that fall within each attendance polygon. These counts are found in the Privat09, Charter09, and Magnet09 attributes. The charter and magnet school locations were generated from the 2009-2010 NCES Common Core of Data, and the private school locations were generated from the 2009-2010 NCES Private School Universe Survey. Finally, we included the Census Bureau's school district codes within which the attendance boundaries nest. Those codes are found in the SDELMA_g (elementary school districts), SDUNIA_g (unified school districts), and SDSECA_g (secondary school districts).
6. Updated the 2010 Summary File 1 and PL 94-171 Redistricting data for all school attendance boundaries in the collection. If you create an extract from the data access system, the output files now contain the state FIPS code and the school district (SDELMA, SDUNIA, and SDSECA) codes. These codes will allow users to easily attach state or school district summary data to the attendance boundaries that nest within them.
7. Provided access to the crosswalk tables linking 2010 census blocks to school attendance polygons.
September 19, 2012 - SABINS released school attendance boundaries for 182 of the largest school districts in the United States and replaced school attendance boundaries for 122 districts in the October 2011 data release. 2010 Summary File 1 and PL 94-171 summary data were also created for these new and replacement school attendance polygons. SABINS also released new SABINS polygon - NCES Common Core of Data crosswalks. These crosswalks contain records linking the new and replacement boundaries to records in the NCES Common Core of Data. They also contain additional entries for our de facto school attendance areas. SABINS staff called school districts whose school attendance boundaries were missing records in crosswalks. Staff determined what schools those students attended (usually schools in neighboring districts) and added records to the crosswalk.
The new and replacement school attendance boundaries may be identified by their GISJOIN values. We changed our methodology for creating GISJOINs, and the new one is only 14 characters long. The school attendance boundaries with 28 character GISJOINs are from the October 2011 data release.
January 10, 2012 - SABINS is pleased to announce that selected 2010 Census Summary File 1 tables are now available for school attendance areas. The SABINS team constructed summary statistics for school attendance boundaries by summing census block counts for 195 tables in Summary File 1. These tables offer detailed cross-tabulations of age, sex, race, household structure, housing units and other related topics.
In addition to school attendance boundaries, Summary File 1 tables are available at many other geographic levels, ranging from the national level down to the block level. The 40 table described above are accurate for all other geographic levels.
August 19, 2011 - Beta release of the SABINS Data Finder system. This release contains 13 grade-specific shapefiles and tabular data from the Census 2010 PL 94-171 redistricting data. SABINS staff tabulated the PL 94-171 data for each school attendance area in the shapefiles.
